    The Netherlands (Dutch: Nederland) is one of the four countries forming the Kingdom of the Netherlands; the border consists of the Netherlands proper, located in Northwest Europe, and some islands in the Caribbean Sea region. The Netherlands proper occupies most of the Netherlands’ territory, and borders the North Sea to the north and west, Germany to the east, and Belgium to the south.

    The Netherlands is one of the countries with high population density in the world. It has about 27% of its area and 60% of its population in areas which are below the sea level. It is famous for dykes, windmills, wooden shoes, tulips and social variety. Free policies of this country are usually mentioned abroad. The International Court of Justice is located in this country. Amsterdam is the capital with official recognition in the constitution. Den Haag (also called La Haye in French) is the administrative capital (where the government’s meetings are held), where the Queen lives, and where headquarters of many embassies and the International Court are located.

    Dutch belongs to the western branch of Germanic languages and is spoken by about 24 million people living mainly in the Netherlands, Belgium, Suriname, some areas in France and Germany, and some old colonies of the Netherlands. It has a close relation with other Germanic languages such as English, Frysk and German, and has a very far relation with languages in the northern branch of the Germanic languages.

    Both Belgium and the Netherlands use the common Dutch literary language or the modern, standard Dutch language although these two areas use different dialects. In the Netherlands, the number of users of dialects is decreasing. Modern Dutch has been developed under the influence of dialects of Flanders, Brabant, and Holland — countries in the history of the Netherlands. It has been developed through the 3 periods: ancient Dutch, medieval Dutch and modern Dutch.

    Vietnam-Netherlands cooperation projects

    In the afternoon of 28th November in the Netherlands, the Vietnam-Netherlands Intergovernmental Committee had the 2nd session on climate change adaptation and water management presided over by Deputy Prime Minister Hoang Trung Hai and the Minister of Infrastructure and the Environment of the Netherlands, Mrs. Melanie Schultz van Haegen.

    In addition, at the session, there were the Minister of Natural Resources and Environment, Mr. Nguyen Minh Quang, representatives of related ministries, experts, scientists, and representatives of some localities of Vietnam and the Netherlands.

    The members of the Committee discussed the process for implementing the approved contents in the framework of the Agreement from the first session of the Committee (in 2011). In addition, the members discussed the proposed opinions to strengthen cooperation relations.

    The Dutch experts generally stated the process of the two programs NICHE-Nufic and information about the UNESCO-IHE PhD Program in the Mekong Delta of Vietnam. This is a basis for establishing and enhancing capacity of water research institutes. Both the parties also discussed general viewpoints of business development through commercial relations and establishing a business forum. The Dutch party invited the Vietnamese party to help determine information so that ideas on the Business Forum can be more specifically determined.

    After the group leader Dick Kevelam expressed preliminary recommendations for the Mekong Delta Plan, both the parties gave opinions to determine tasks in the final period and the feasibility of next steps in this Plan.

    The group leader Enrico Moens reported main results of the Ho Chi Minh City Project for climate change adaptation. At the meeting, the members discussed opinions to opportunities for continuing to develop the Ho Chi Minh City Project and solutions so that climate change adaptation strategies are permanent in the planning.

    Cooperation contents related to water services and climate were discussed; accordingly, the Dutch party arranged for the budget and was ready for commencing the project and the Vietnamese party informed that the counterpart fund will be punctually allocated for executing the project in 2013.

    Text Box: Both the parties exchanged cooperation documents in other contents. The Committee informed opportunities in determining cooperation fields related to water and waste management in Hanoi, and then the Red River Delta.

    After the above-mentioned reports and exchange, both the parties approved the plan 2013 on the basis of strengthening cooperation and speeding up actual works such as establishing a next plan for the projects: the Mekong Delta Plan and Development of Ho Chi Minh City towards the sea which will be ended at the beginning of 2013, including flood control in the Mekong Delta and wider cooperation in the fields of flood control and water management for Ho Chi Minh City.

    Similarly, the Project for postgraduate education on water management, climate change adaptation and agroecological systems in Vietnam will be continued for implementation. In addition, both the parties will concentrate on strengthening business and trading relations in the field of water management. The two countries will cooperate to promote the Government-to-Government Program (G2G Program) in the fields of climate and water services.

    Both the parties agreed to discuss the remaining contents in the Strategic Partnership Agreement, especially the Red River, research in the cooperation fields between Hanoi City and Amsterdam City for water and environmental management in Hanoi and opportunities for cooperation in the preparation of the development plan on water management and climate change adaptation in the Red River.

    At the meeting, Deputy Prime Minister Hoang Trung Hai and Minister Melanie Schultz van Haegen appreciated positive results of the 2nd session of the Vietnam-Netherlands Intergovernmental Committee on climate change adaptation and water management.

    Both the chairmen directed the related agencies and localities to inspect, supervise, and periodically inform the implementation of programs and projects in the scope of the Agreement approved by both the parties.

    Both the parties agreed to speed up the implementation of programs and projects, expand the cooperation fields, and prepare new projects related to the fact that the governments of the two countries signed a memorandum for the projects “Irrigation canal dredging at a small scale” and “Maritime cooperation and waterway dredging”.
